Contract Overview

The Total Workforce Solutions III (TWS III) tender exercise was conducted by HealthTrust Europe (HTE) and has been designed to provide the NHS and other Public Sector Organisations with access to a wide range of workforce solutions. Our Temporary Staffing Solutions Framework, specifically Lot 6, gives healthcare providers access to Master Vendor Solutions.

Approved by NHS England (NHSE), the TWS III  framework agreement supports healthcare providers to deliver their local resourcing strategy by enabling free-of-charge access to a team of workforce experts, with all agreements incorporating robust terms and conditions that embed quality assurance provisions and sustainable best value.

Lots 3, 4, 5 and 6 of the TWS III portfolio of Framework Agreements enables Participating Authorities to access Suppliers who are able to provide temporary staffing solutions either directly with a supplier or through a Master Vendor Solution (Lot 6).

Lot 3c: Allied Health Professionals & Health Science Service Workers
Lot 4: Non-Medical & Non-Clinical Workers
Lot 5: Social Care & Social Worker Staffing

Following a thorough and competitive process, HTE  reviewed and assessed each submission, leading to the selection of 372 awarded Suppliers. All awarded suppliers were required to meet robust pre-award audit criteria. For our customers, this means having access to a trusted, verified network that is ready to meet your temporary staffing needs with flexibility, transparency, and cost-efficiency—all backed by HTE assurance of quality and compliance.
