Contract Overview
Approved by NHS England & Improvement (NHSE&I) and accessed by the wider public, independent and charity sectors, Lot 3a, 3b and 3c of TWS II are free to access and can be called off broadly by direct award (click here to find out more on our Unified Hub Portal) or with a more structured supply chain such as a preferred supplier list or a master vendor agreement. TWS II supports health and care providers to deliver their local or regional resourcing strategy by providing free of charge access to innovative market solutions, a team of workforce experts and a robust set of terms and conditions that embed quality assurance provisions, data protection controls and sustainable best value.

This Framework Brief provides the NHS and other Public Sector Organisations with an overview of the
following lots under the Total Workforce Solutions II framework agreement:
Lot 3a: Medical Locums and General Practitioner Workers HTE-TWS2-3A
This Lot facilitates efficient access to a range of suppliers who have been subject to a rigorous tendering process and are capable of sourcing and providing a range of compliant staff in alignment to the NHS Employers Job Profiles.
With a clear rate card structure that promotes best value and embeds supplier commitments to the NHSE&I
Caps, innovative mechanisms to effectively manage short notice requests, enhanced terms and conditions to best protect providers and a rigorous compliance audit process for quality assurance the Total Workforce Solutions II framework agreement additionally provides the following services:
- Mandatory training for all temporary workers in alignment to the Core Skills Training Framework and NHS Employment Check Standards
- Free of charge access to annual compliance audits conducted by Neuven Solutions to provide reassurance for healthcare providers
- A 2 week protected period for all suppliers where a transfer fee is applicable, followed by a 4 week transfer notice period for all temporary workers and clear terms and conditions to aid dispute resolution
- Contractual commitments by awarded suppliers to provide a percentage of their supply at or below the NHSE&I Caps and a clear ‘break glass’ policy where this is not achievable
- Structured rate card controls for short notice requests, including contractually binding reductions to supplier commission when supply is made at escalated rates
- Enhanced terms and conditions to ensure supplier alignment to the IR35 determination reached by healthcare providers
- Support to create bespoke Call-Off Contracts to deliver local resourcing strategies, either individually or as part of a regional collaboration
- Tailored approaches to remove off-framework and high-cost supply, in alignment to regulatory and government guidance

We are pleased to officially confirm that our Total Workforce Solutions II Framework Agreement has been extended for a further twelve months to 25th January 2025. Please note this is the final extension and the framework will end on this date.
As a signed beneficiary of the agreement for any of the three sub-Lots, you are automatically extended in alignment to your Supplier Access Agreement, and we can confirm that no further actions are required on your behalf to continue to access our services.
In conjunction with the break in the contract at extension, we have taken the opportunity to appraise our awarded suppliers and consolidate the list to those that have demonstrated capability during the initial term of the framework agreement.
As such, we have the following announcements with respect to suppliers that
will no longer be awarded suppliers on this agreement with effect from 25th January 2024.

Should any Trust require support in transitioning supply away from any of the above suppliers, please contact us, we can support with a compliant process through the framework to maintain your staffing levels effectively.
We are pleased to confirm that we have extended 68 suppliers on Lot 3a, 168 suppliers on Lot 3b, and 68 suppliers on Lot 3c with various approved sub-contractors (as listed in the HealthTrust Europe Partnership Portal) available
to continue to offer broad access to a range of supply chain options..

Healthcare providers can access the Total Workforce Solutions II framework agreement by visiting the HealthTrust Europe Partnership Portal (partners.healthtrusteurope.com).
Once registered, the Partnership Portal will offer step by step instructions to support document completion, and allow healthcare providers to self-serve and confirm free access to Lots 3a, 3b & 3c. To confirm access to each Lot of the Total Workforce Solutions II framework agreement it is a requirement for healthcare
providers to:
• Complete an Order Form that acts as an access agreement between the healthcare provider and HealthTrust Europe; and
• Complete a Supplier Access Agreement that compliantly enables healthcare providers to confirm which suppliers they wish to access under the Total Workforce Solutions II agreement.
Following completion of both the Order Form and Supplier Access Agreement HealthTrust Europe will notify the suppliers chosen to confirm transition of supply to the Total Workforce Solutions II framework agreement.
