The HealthTrust Europe (HTE) Legal Services framework agreement offers a simple, compliant route to market for the procurement of quality legal services at competitive rates. The framework is entirely free to access and offers public sector users the flexibility of allowing both direct call-off and further competition.

Discounts and Flexible Rate Options
Minimum of 20 minutes of non-chargeable telephone legal advice in relations to each matter, provided by a minimum of Solicitor with up to 3 year PQE
Minimum of 30 minutes non-chargeable, written advice by a Solicitor with up to 3 years PQE
Free Advice, Training, Mi Analysis, Updates and webinars and several other Added Value Services provided as part of the framework.

Corporate
This specialism includes the provision of advice and support with respect to the Corporate Governance of Participating Authorities. This shall include any other area which can be properly described as Corporate.
Healthcare inc. Mental Health Law
This includes the provision of advice and support with respect to the legislative, executive, and judicial rules and regulations governing the healthcare industry. This shall include any areas which can be properly described as Healthcare and Mental Health Law.
Commercial
This includes the provision of advice and support relating to the wide body of laws that govern business transactions and contracting. It shall include any other areas which can be properly described as Commercial Law.
Employment
This includes the provision of advice and support provided in respect to Employment, Pensions and Employee Related Tax Law. It shall include any areas which can be properly described as Employment Law.
Real Estate and Property Law
This includes the provision of advice, conveyancing and drafting of agreements on any property related Matter and the provision of advice and support provided with respect to compliance with the body of rules and regulations, concerned with the maintenance and protection of the natural environment. This shall include any areas which can be properly described as Property , Estates and Environment Law.
Cyber, Data Protection and Information Law
This includes the provision of advice and support in respect to Information Law including the General Data Protection Regulations (EU) 2016/679, Data Protection Act 2018, and all other data protection laws, freedom of information and common law confidentiality. It shall include any areas which can be properly described as Cyber, Data Protection and Information Law.
Finance
This shall include the provision of advice and support provided in respect to the raising of capital and the funding of ventures and projects. It shall include any areas which can be properly described as Finance Law.
Environmental, social and Governance (ESG)
This includes the provision of advice and support in respect to legal aspects of Environmental, Social and Governance. It shall include any areas which can be properly described as ESG Law.
Procurement
This includes the provision of advice and support with respect to procurement. It shall include any areas which can be properly described as procurement Law
Intellectual Property, IT, Telecoms, Media and eCommerce Law
This includes the provision of advice and support with respect to Intellectual Property, IT, Telecoms, Media and eCommerce Law. It shall include any other area which can be properly described as Intellectual Property, IT, Telecoms, Media and eCommerce Law.
Mergers & Acquisitions
This includes the provision of advice and support in respect to Mergers & Acquisitions. It shall include any other areas which can be properly described as Mergers and Acquisitions Law
Litigation, Dispute Resolution, Arbitration and Investigations
This includes the provision of advice and support in respect to legal aspects of Litigation, Dispute Resolution, Arbitration and Investigations. It shall include any other areas which can be properly described as Litigation, Dispute Resolution, Arbitration and Investigations Law
Education
This includes the provision of advice and support in respect to legal aspects of Education. It shall include any other areas which can be properly described as Education Law
Public Sector Law
This includes the provision of advice and support in respect to legal aspects of Public Sector Law. It shall include any other areas which are covered within the public sector Law
Private Finance Initiatives (PFI) and Public Private Partnerships (PPP)
This includes the provision of advice and support in respect to legal aspects of PFI and PPP. It shall include any other areas which can be properly described as PFI and PPP Law
Immigration
This includes the provision of advice and support in respect to legal aspects of Immigration. It shall include any other areas which can be properly described as Immigration Law:
Social Care
This includes the provision of advice and support in respect to legal aspects of Social and Public care. It shall include any other areas which can be properly described as Social Care Law
Child Law
This includes the provision of advice and support in respect to legal aspects of Child Law. It shall include any areas which can be properly described as Child Law
International Law
This includes the provision of advice and support in respect to International Law. It shall include any areas which can be properly described as International Law
Tax Law
This includes the provision of advice and support in respect to Tax. It involves contentious and non-contentious work and is a crossover service, which is associated with almost all other areas of law practice. It shall include any areas which can be properly described as Tax related Law.
Charities Law
This includes the provision of advice and support in respect to legal aspects of Charities Law. It shall include any other areas which can be properly described as Charities Law
The Framework Agreement will cover eight (8) mandatory specialisms, which all awarded suppliers will be able to supply, either in-house or via a sub-contractor or consortium member, according to their Tender.
Those mandatory specialisms offered by all Suppliers are;
Corporate, Healthcare (including Mental Health), Commercial, Employment, Real Estate and Property, Cyber, Data Protection & Information, Finance and Environmental, Social and Governance.
Legal services can be accessed via this framework by all public sector bodies, including:
- Central Government Departments and their executive agencies
- Non-Departmental Public Bodies (NDPBs)
- National Health Service (NHS) bodies
- Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of the NHS in Wales
- NHS Scotland and its constituent bodies
- Health and Social Care Trusts, Health Agencies and other constituent bodies of the NHS in Northern Ireland
- Local Authorities
- Police Forces and other emergency services
- Educational establishments
- Registered social landlords (RSLs)
- Registered Charities
- Devolved and other administrations within the British Isles
- Her Majesty’s Prison Service
- The Ministry of Defence
Once you have been set up to access the framework agreement, a call off can be made by direct award or by reopening competition to determine the most suitable supplier to meet your individual requirements for legal services. Different fee arrangements (such as fixed or capped fees) may also be implemented with suppliers depending on the Authorities’ requirements.
