Who Can Use Our Public Sector Framework Agreements

About our Framework Agreements

Our Public Sector Frameworks have been set up to give our customers easy access to a wide range of
suitable suppliers and providers offering value-for-money goods and services. The frameworks have
been designed for use by all “contracting authorities” (particularly those involved in delivering health
and/or social care service to the public. Our frameworks are designed to comply with PCR 2015 and
central government’s national procurement policies.

Who is a Contracting Authority?

A “Contracting Authority” is any organisation named in Schedule 1 to Public Contracts Regulations
2015 as amended by the Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 go to
Schedule 1, PCR 2015 as well as other public sector organisations which, although not appearing in
that Schedule, fall within the definition of a “body governed by public law”.
Many organisations falling into this second group are public-sector-owned companies. A wide variety

When we advertise our frameworks, we ensure that the Contract Notices published in Find a Tender
Service (FTS) clearly specifies the customer organisations or types of organisations that we intend
should have access to it. This helps to ensure that we are being transparent about our customer-base.

As a result, our frameworks are used with confidence by NHS Trusts and Foundation Trusts; local
authorities, central government departments, agencies, NDPBs, police, ambulance and fire services.
Other contracting authorities include organisations as diverse as the National Gallery; the Royal Mint;
Welsh NHS bodies; the Postal Business of the Post Office, the Charity Commission and the Met Office.
