Contract Overview
HealthTrust Europe’s framework agreement outlines the service provision for National and International Permanent Recruitment of healthcare workers including options for fixed-term and interim worker options. Our framework has been procured to assist and support the healthcare market in reducing substantive shortages, reliance on agency staff and developing a wider scope of workforce procurement options through us as a provider of choice.
The framework agreement is OJEU compliant, having been publicly procured via a restricted tender procedure to specify and market test a high quality and high value service to the healthcare market. We undertook extensive market research in specifying the terms and services of the agreement to ensure that beneficiaries have access to a robust, well considered, market leading framework agreement to deliver these types of services and benefits.

-Listed on the Ethical Recruitment List;
˗Committed to aligning with the framework terms; and
˗Aligned to the Code of Practice for International Recruitment
All the Lots available under the Total Workforce Solutions III framework agreement are free to access and include contracting work, implementation and project management support as standard.
Responsible for ensuring that all International Workers meet the requirements of
healthcare providers in alignment with the Department of Health and Social Care
standards, awarded Suppliers under Lot 1c are required to maintain their Ethical
Recruiters List status and supply in alignment to the Code of Practice for
International Recruitment.
By breaking Lot 1c into modules to create Lot 1d, healthcare providers can choose the specific services they need to aid both internal processes and cost control.
All of our agreements are available to create within the Unified Hub with the touch of a button.
Specifically developed for all permanent staffing needs, the agreement allows for a
single source point to support the NHS long-term plan, offering solutions to reduce
and eliminate high-cost agency staffing.
Fixed ceiling commissions for permanent recruitment and clear rebate terms where
Candidates leave within 12 months of the placement being made. Structured support
to facilitate compliant Statement of Works and Recruitment Process Outsourcing
solutions.
Part of a holistic set of agreements to offer strategic solutions to customers as part
of temporary staffing spend reduction initiatives.

Healthcare providers can sign up to access all Lots of the framework agreement by visiting the HealthTrust Europe Unified Hub and following the step-by-step instructions to support document completion and
enable compliant access.
Where can I obtain further information about the other Lots within the Total Workforce Solutions III framework agreement?
Within the HealthTrust Europe Unified Hub – access is immediately granted following a short registration. Supporting materials available within the Unified Hub include the following:
NHSE approval confirmation;
Framework Briefs, Specifications and Rate Cards for all Lots;
Access to annotated contract documentation;
Business relationships between awarded suppliers;
Template documentation for use when engaging with suppliers;
Supporting materials released by NHSE, the Department of Health and HealthTrust Europe; and
A copy of all communications distributed (to both suppliers and providers) for complete transparency.
Do I need to access the other Lots of the Total Workforce Solutions III framework agreement to access the Temporary Staffing Lots?
While not mandatory, there are definite advantages for healthcare providers for accessing multiple lots as part of a comprehensive strategy facilitated by a partner framework provider such as HealthTrust Europe. Lot 1 has been purposefully
designed to operate in conjunction with the wider lots of the Total Workforce Solutions III framework agreement. Our team of experts can offer guidance on best practices for structuring contracts, performance options, and supply chain
contingencies. Furthermore, we provide ongoing support for relationship management and mediation services.
Can I create my own call off contract without going through HealthTrust Europe?
Yes, the Unified Hub has been set up to allow customers to direct award using the online wizard. This takes approximately 5 minutes to complete and can be signed at the time or creation or can be delegated to an authorised signatory. To gain
access to the Unified Hub, please create an account via Unified Hub and our customer care team will grant
the appropriate access. Please note that for any bespoke Service Level Agreements or project work including the use of RPO and Statement of Works, this will need to be completed by HealthTrust Europe.
Can I just pick one module offering under the scope of Lot 1d?
Yes, customers can choose as many modules as they wish to award under the scope of Lot 1d. However, if a customer is choosing multiple modules, they may wish to consider full suite of the international recruitment process under Lot 1c.
Can my colleague(s)gain access to the Unified Hub for my organisation?
Yes, we encourage customers to request access for their colleagues. This will be reviewed by a member of the workforce team and permission granted upon review.
